Romanian Parliament passes new electoral law

The House of Deputies approved on March 4 a new electoral law which changes the present code based on a proportional system. The new law stipulates a mixed electoral system combining elections in single-member constituencies on the basis of a majority one-ballot system and a redistribution of the votes according to complicated rules in those constituencies where no candidate garners 50% plus one of the ballots. The new law will be detrimental to small parties, the initiators aiming to prevent a fragmentation of the Parliament.
