Moldovan President: secessionists survive only by foreign support

In a statement released on 4 November, GUAM states Georgia, Ukraine, Azerbaijan, and Moldova called Russia's military presence in Moldova and Georgia a serious impediment to settling separatist conflicts in those countries. Speaking at the GUAM security forum in Chisinau on 3 November, Moldovan President Vladimir Voronin said that secessionist movements in former Soviet states were supported "from outside". Voronin added that banks operating in breakaway regions of former Soviet Union states are illegal and "represent an ideal mechanism for money laundering."
