Romanian President Traian Basescu signed on October 23 a decree calling a referendum on introducing elections in single-member constituencies on the basis of a majority two-ballot system. The referendum will take place on November 25, the day Romanians are called to vote in elections to the European Parliament. President Basescu called the referendum although Government had said it would ammend the electoral code and turn it into a mixed electoral system, consisting of elements of both plurality and proportionality.
