Russian Foreign Minister Sergei Lavrov said on 13 July that Moldova is obstructing the Transdniester conflict settlement. Lavrov was speaking after meeting with OSCE Chairman Dimitrij Rupel. Rupel reportedly believes that Yuschenko's plan for Transdniester could be combined with an earlier plan worked out by Kremlin representative Dmitrii Kozak.
