The pentagonal negotiations on the Transnistria conflict resumed on Monday, April 26, in Tiraspol after a five-month pause. The talks with the participation of Russia, Ukraine and the OSCE continued on Tuesday, April 27, at the OSCE Mission headquarters in Chisinau. On the first day of the negociations, the secessionist authorities of Transnistria tabled proposals on creating a federation on the the two banks of the Dniester river.

Noting the existing variance of principles as regards the type of federation envisioned by either side, the chairman of the OSCE Mission to Moldova, William Hill said that the discussions had focused on issues of general nature and that no concrete decision had been taken. He added that the working plan agreed upon could, if abided by, bring forth results till the end of the year.
